Fiscal Impact:

Summary:
Before the City Council is the award of a construction contract to Vicon Enterprise, Inc. in an amount not to exceed $715,000, for the Digester No. 2 Structural and Mechanical Rehabilitation Project.
Digester No. 2 at the City’s Water Reclamation Plant was recently cleaned, inspected and readied for mechanical rehabilitation. Sludge Holding Tank No. 1 is partially full of material, needs to be drained, cleaned and inspected along with replacement of several mechanical components.
Background:
The City’s Water Reclamation Plant was expanded and rehabilitated in the early 1990’s. Digester No. 2 is one of two anaerobic digesters designed to biologically process wastewater sludge, received from the chemical and mechanical treatment processes, to reduce the volume of waste requiring landfill disposal. Digester No. 2 was recently cleaned and inspected. Based on the evaluation and age of materials, two gas filters and 20 valves ranging in size from 6” to 16” in diameter need to be replaced.
Digester No. 2
Sludge Holding Tank No.1 is one of two storage tanks that feeds sludge, in a controlled manner, to the centrifuge equipment for efficient dewatering before sludge is loaded on trucks for proper composting of the material. Sludge Holding Tank No. 1 has accumulated a significant amount of residual waste since it has been in service for nearly 35 years, which needs to be removed before the tank can be cleaned for internal inspection and condition assessment. Old equipment, including 11 valves and a sediment trap, is at the end of its useful life and needs to be replaced. In addition, a new liquid level monitoring system will be installed to improve operational efficiency.
Sludge Holding Tank No. 1
