CONSIDERATION OF A RESOLUTION TO ACCEPT AND FILE A NOTICE OF COMPLETION FOR THE EL CAMINO REAL CORRIDOR RUNOFF TREATMENT PROJECT, CIP PROJECT NO. 26802
body
Fiscal Impact:
The total project cost of $410,293 is within the approved budget of $415,500. The project has also been previously authorized for grant funding under OCTA’s Tier 1 Environmental Cleanup Program and staff is in the process of requesting reimbursement for $323,834, which is 80% of the construction cost of $404,793.
Summary:
Before the City Council is a Resolution (Attachment 1) and Notice of Completion (Attachment 2) for the El Camino Real Corridor Runoff Treatment Project.
The project is part of a requirement by the California State Water Resources Control Board to install structural controls to capture debris down to 5mm in size, inclusive of all trash the size of a cigarette butt or larger, in high-traffic areas, such as multifamily developments and commercial areas, by 2030. City staff has identified 559 catch basins requiring retrofits, and with the completion of this phase, the City has retrofitted a total of 315 catch basins.
Background:
On May 20, 2025, the City Council awarded a construction contract to G2 Construction, Inc. (Attachment 3) for the installation of trash capture devices within 74 inlets in the locations shown on the map hereon.
The work consisted of mobilization and traffic control; catch basin cleaning; and custom design, fabrication, and installation of three types of devices. Upon closer investigation and troubleshooting by the City and G2, three catch basins in the original contract were determined infeasible for device installation at this time and were removed from the project. Each of the remaining 71 inlets received either a Connector Pipe Screen (CPS), Grated Inlet Trash Screen (GITS), or Automatic Retractable Screen (ARS) device, with several ARS devices installed on the curb face as an added layer of defense against trash reaching and potentially clogging a new CPS installed inside the catch basin.
Work was completed between May 22, 2025 and September 30, 2025. Below are representative photographs of the three device types installed.
