CONSIDERATION OF RESOLUTION NO. 26-143, APPROVING THE GOLF COURSE COMMITTEE FY 2026-27 WORK PLAN

Summary:
The proposed Golf Course Committee’s Fiscal Year 2026-27 Work Plan identifies four priority areas for the Committee: irrigation and greens, Pro Shop operations, the Private Golf Cart Policy, and golf course residency requirements. The Committee also established ad-hoc subcommittees to assist with review and development of recommendations within each priority area.
Background:
The Golf Course Committee (the “GCC”) serves in an advisory capacity regarding the operation, maintenance, and long-term planning of the San Clemente Municipal Golf Course. As part of the City’s annual committee/commission work planning process, committees propose priority projects and initiatives the committee would like to pursue during the fiscal year. However, the City Council establishes the final parameters for committee activities through adoption of the annual Work Plan. The Work Plan provides a framework for focusing Committee efforts, coordinating staff resources, and identifying matters that may require future City Council consideration.
The GCC considered its priorities for Fiscal Year 2026-27 and unanimously suggested the addition of four work plan items, along with the formation of associated ad-hoc subcommittees.
Discussion:
The proposed Fiscal Year 2026-27 Work Plan includes the following priority areas:
1. Irrigation and Greens: Review irrigation replacement and greens conditions, priorities, and planned improvements to support the long-term maintenance and quality of the golf course. The Committee appointed Vice Chair Page and Committee Member Zumberge to serve on the ad-hoc subcommittee.
2. Pro Shop: Review matters associated with Pro Shop operations and provide input and recommendations as appropriate. The Committee appointed Chair Divel and Committee Member Adams to serve on the ad-hoc subcommittee.
3. Private Golf Cart Policy: Review the City’s Private Golf Cart Policy and identify potential updates or recommendations related to the use of privately owned golf carts at the golf course.
4. Residency Requirements: Review residency requirements and verification procedures associated with golf course programs and services and provide recommendations for potential improvements. The Committee appointed Chair Divel, Committee Member Adams, and a representative from the Pro Shop to participate in the ad-hoc subcommittee.
Approval of the Work Plan by the City Council would establish these items as Committee priorities for Fiscal Year 2026-27. Recommendations resulting from the Committee’s review that require policy changes, additional funding, contractual commitments, or other City Council authorization will be presented separately for consideration.
Considerations Identified by Staff:
The proposed Work Plan focuses the Committee’s efforts on operational and policy matters affecting the San Clemente Municipal Golf Course. The use of ad-hoc subcommittees will allow individual topics to receive focused review before recommendations are presented to the full Committee. The ad-hoc subcommittees will serve in an advisory capacity and will not independently establish City policy, authorize expenditures, or direct City operations.
Council Options:
• Adopt Resolution No. 26-143, which will approve the Golf Course Committee 2026-27 Work Plan and make related findings under the California Environmental Quality Act (CEQA).
• Modify the GCC 2026-27 Work Plan by either (a) removing proposed items or (b) adding items; and adopt Resolution No. 26-143.
• Continue the item with further direction provided to staff and the Committee.
• Deny the Work Plan.
Environmental Review/Analysis:
Approval of the Golf Committee Work Plan establishes advisory priorities and does not constitute approval of a physical project. Therefore, approval of the Work Plan is not a project subject under the California Environmental Quality Act (CEQA) CEQA Guidelines Section 15378(b)(5). Future projects will be evaluated for CEQA compliance, as applicable, prior to implementation.
Fiscal Impact:
Approval of the Fiscal Year 2026-27 GCC Work Plan does not authorize additional expenditures or establish new budget appropriations. Work Plan activities will be completed primarily through existing Committee and staff resources. Should an individual initiative require additional funding or other expenditures beyond the adopted budget, staff will return to the City Council for authorization as appropriate.
