CONSIDERATION OF RESOLUTION NO. 26-173, APPROVING THE COMMUNITY SAFETY AND WELFARE COMMITTEE FY 2026-27 WORK PLAN

body

Summary:

The purpose of this report is to present the Community Safety and Welfare Committee’s Fiscal Year 2026-27 Work Plan for City Council review and approval.

Background:

At its meeting on September 18, 2026, the Community Safety and Welfare Committee considered the attached Work Plan for FY 2026-27, and recommended consideration by the City Council.

Discussion:

The items below are proposed for inclusion in the FY 2026-27 Committee Work Plan:

•                     Fire Mitigation

•                     Improvement of Park Ranger Program

•                     Humanitarian Award

•                     Communication and Disaster Preparedness

•                     Holiday Public Safety Enhancements

Additional details regarding each item are included in Attachment 1.

Considerations Identified by Staff:

Implementation of the Work Plan will be prioritized based on available staff capacity, project schedules, and coordination with other City initiatives. Any recommendations resulting from work identified in the Work Plan will be brought to City Council for consideration.

Council Options:

•                     Adopt Resolution No. 26-173  which will approve the Community Safety and Welfare Committee 2026-27 Work Plan and make related findings under the California Environmental Quality Act (CEQA).

•                     Modify the Community Safety and Welfare Committee 2026-27 Work Plan by either (a) removing proposed items or (b) adding items.

•                     Continue the item with further direction provided to staff and the Committee.

•                     Deny the Work Plan.

Environmental Review/Analysis:

Approval of the Community Safety and Welfare Committee Work Plan establishes advisory priorities and does not constitute approval of any physical project. Therefore, approval of the Work Plan is not a project subject under the California Environmental Quality Act (CEQA) CEQA Guidelines Section 15378(b)(5).

Fiscal Impact:

Approval of the Fiscal Year 2026-27 Community Safety and Welfare Committee Work Plan does not authorize additional expenditures or establish new budget appropriations. Work Plan activities will be undertaken within existing staff resources and adopted budgets where feasible. Should an individual initiative require additional funding or consultant services, staff will return to the City Council for authorization as appropriate.

Potential Action(s):

recommendation

If the City Council concurs with the information provided within this staff report, moving this item without modifications would result in adoption of Resolution No. 26-173 , which would approve the Community Safety and Welfare Committee Fiscal Year 2026-27 Work Plan as proposed.
