Summary:
The City Council is being asked to consider Resolution 26-137 and Notice of Completion for the FY 2026 Major Street Maintenance and FY 2026 Pavement Preservation Program (Attachments 1 and 2, respectively).
Background:
On February 3, 2026, the City Council awarded a construction contract to L.C. Paving & Sealing, Inc. to complete street maintenance and pavement restoration (Attachment 3). The contractor completed the following: grinding and repaving deteriorated pavement, removing and replacing curb and gutter, sidewalk, curb ramps, driveway approaches, and manhole cover and water valve can adjustments on various streets throughout the City as listed in Attachment 4.

Council Options:
• Adopt Resolution No. 26-137, which would accept the completed FY 2026 Major Street Maintenance and FY 2026 Pavement Preservation Program, CIP Project Nos. 26303 and 26304.
• Modify and adopt Resolution No. 26-137.
• Continue the item with direction to provide additional information.
Environmental Review/Analysis:
This project was previously determined to be categorically exempt from the California Environmental Quality Act (CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the State CEQA Guidelines.
Fiscal Impact:
The total project cost of $641,557 is within the approved combined project budget of $800,000. A total of $424,744 in expenditures was within the $550,000 budget from the General Fund Account Number 001-416-45720-000-26303, and a total of $216,813 in expenditures was within the $250,000 budget from Account Number 001-416-45730-000-26304.
Potential Action(s):

If the City Council concurs with the information provided within this staff report, moving this item without modifications would result in adoption of Resolution No. 26-137, which would:
1. Accept the FY 2026 Major Street Maintenance and FY 2026 Pavement Preservation Program, CIP Project Nos. 26303 and 26304, from L.C. Paving & Sealing, Inc.;
2. Authorize the City Clerk to execute and record the Notice of Completion for the FY 2026 Major Street Maintenance and FY 2026 Pavement Preservation Program, CIP Project Nos. 26303 and 26304;
3. Authorize the City Clerk to release the payment bond 35 days from the recordation of the Notice of Completion upon verification with the Engineering Division that no liens have been levied against the Contractor, L.C. Paving & Sealing, Inc.; and
4. Authorize the City Clerk to release the performance bond for this project upon receipt of a warranty bond in a form acceptable to the Public Works Director/City Engineer in the amount of 25% of the total construction cost.
