DESIGNATION OF VOTING DELEGATE AND ALTERNATE(S) TO REPRESENT SAN CLEMENTE AT THE LEAGUE OF CALIFORNIA CITIES ANNUAL GENERAL ASSEMBLY

Summary:
The League of California Cities Annual Conference is scheduled for September 23-25, 2026 in Anaheim, California. A portion of the Annual Conference is the Annual General Assembly that will take place on September 25, 2026. At this meeting, the League membership considers and takes action on resolutions that establish Cal Cities policy.
In order to vote at the General Assembly, the City Council must designate a voting delegate. Council may also appoint up to two alternate voting delegates, one of whom may vote in the event the designated voting delegate is unable to do so.
At this time, Staff requests that Council determine whether or not to appoint a voting delegate/alternate(s) to represent the City at the General Assembly on September 25, 2026.
Council Options:
• Appoint voting delegate(s) to represent San Clemente at the League of California Cities General Assembly.
• Determine to not select voting delegates.
• Request Staff to return to the August 18, 2026, City Council meeting with additional information.
Environmental Review/Analysis:
This is not a “project” under the California Environmental Quality Act (CEQA).
Fiscal Impact:
There is no fiscal impact associated with appointing a voting delegate(s) to the League of California Cities General Assembly.

The City Council should determine whether or not to appoint a voting delegate to represent the City at the General Assembly of the League of California Cities Annual Conference on September 25, 2026, and also determine whether or not to appoint an alternate(s) to vote on the City’s behalf in the event the voting delegate is unable to vote at the General Assembly.
