CONSIDERATION OF RESOLUTION NO. 25-159, APPROVING THE ARTS AND CULTURE COMMITTEE FY 2025-26 WORK PLAN AND MAKING FINDINGS UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT RELATED THERETO
body
Fiscal Impact:
There is no fiscal impact associated with the creation of a committee work plan. However, some items, if approved, could result in future projects. Staff would return to the City Council with appropriate budget approvals and additional recommendations before project implementation.
Summary:
At its July 28, 2025, meeting, the Arts and Culture Committee (“ACC”) reviewed and discussed potential projects and subject matters that could support the objectives of the Committee. The ACC unanimously supported the work plan proposed in Attachment 1, Exhibit A, and summarized below.
Background:
The ACC recommends the following items for approval:
1. Utility Box Art Program
2. Art in Public Places
3. Amphitheater Feasibility
4. Public Art & Funding Policy
Council Options:
• Adopt Resolution No. 25-159, which will approve the Arts and Culture Committee 2025-26 Work Plan and make related findings under the California Environmental Quality Act (CEQA).
• Modify the ACC 2025-26 Work Plan by either (a) removing proposed items or (b) adding items; and adopt Resolution No. 25-159.
• Continue the item with further direction provided to staff and the Committee.
• Deny the Work Plan.
Environmental Review/Analysis:
Staff recommendations for findings under CEQA with respect to the items on the Committee Work Plan are summarized in the table below:
|
Project Title |
CEQA Findings |
|
Utility Box Art Program |
The item consists of the application of artwork to existing public utility boxes. This activity involves negligible or no expansion of existing use and is therefore exempt under CEQA Guidelines Section 15301 (Existing Facilities). |
|
Art in Public Places |
The development of policies, programs, and guidelines for public art installations is an administrative activity that does not directly result in a physical change in the environment. This is not considered a “project” under CEQA Guidelines Section 15378(b)(5). Any future specific public art installation will be subject to separate environmental review at the time of project consideration. |
|
Amphitheater Feasibility |
The preparation of a feasibility study to evaluate a potential future amphitheater is a planning and feasibility activity that does not commit the City to a definite course of action or approve a physical project. This is exempt under CEQA Guidelines Section 15262 (Feasibility and Planning Studies). Any future amphitheater development will undergo a full environmental review at the appropriate time. |
|
Public Art & Funding Policy |
The creation of a policy to guide public art funding and administration is an organizational and administrative activity that has no potential for direct or indirect environmental impacts. This is not a “project” under CEQA Guidelines Section 15378(b)(5). |
