Summary:
The City Council is being asked to consider adopting Resolution 26-150 (Attachment 1), accepting the work performed by Q&E Company for the Camino Vera Cruz Recycled Water Line Extension, CIP Project No. 17407, and filing a Notice of Completion (Attachment 2).
Background:
On November 4, 2025, the City Council awarded a construction contract (Attachment 3) to Q&E Pipeline Company to extend an existing recycled water line to serve additional customers. The project included the installation of approximately 402 linear feet of pipeline and three irrigation meters to provide additional recycled water within the Forster Ranch Home Owners Association’s (HOA) areas.
The estimated summary of expenses for the Recycled Water Expansion account include: alternative analysis for recycled water expansion, planning, grant applications, a Recycled Water Master Plan Update, and construction for the extension of the Vera Cruz Recycled Water Line related to this NOC are provided below:

Council Options:
• Adopt Resolution No. 26-150, which would accept the completed construction work for the Camino Vera Cruz Recycled Water Line Extension, CIP Project No. 17407.
• Adopt Resolution No. 26-150 with modifications.
• Continue the item with a direction to provide additional information.
Environmental Review/Analysis:
This Project was determined to be categorically exempt from the California Environmental Quality Act (CEQA) under Section 15303 of the state CEQA Guidelines, Class 3 (New Construction or Conversion of Small Structures), 14 CCR Section 15303.
Fiscal Impact:
The total project cost of $1,377,236 is within the approved project budget of $1,868,428, funded from the Water Acreage Fee Reserve Fund, Account No. 052-467-45300-000-17407. The construction costs for the extension of the Recycled Water Line in Camino Vera Cruz is approximately $658,427.
Potential Action(s):

If the City Council concurs with the recommendations contained in this staff report, moving this item without modifications would result in adoption of Resolution No. 26-150, which would:

1. Accept the Camino Vera Cruz Recycled Water Line Extension, CIP Project No. 17407, from Q&E Pipeline Company;
2. Authorize the City Clerk to execute and record the Notice of Completion for the completed Camino Vera Cruz Recycled Water Line Extension, CIP Project No. 17407;
3. Authorize the City Clerk to release the Payment Bond 35 days from the recordation of the Notice of Completion upon verification with the Engineering Division that no liens have been levied against the Contractor, Q&E Pipeline Company; and
4. Authorize the City Clerk to release the performance bond for this project upon receipt of a warranty bond in a form acceptable to the Public Works Director/City Engineer in the amount of 25% of the total construction cost.
