Summary:
The proposed Golf Course Committee's Fiscal Year 2026-27 Work Plan identifies four priority areas for the Committee: irrigation and greens, Pro Shop operations, the Private Golf Cart Policy, and golf course residency requirements. The Committee also established ad-hoc subcommittees to assist with review and development of recommendations within each priority area.

Background:
The Golf Course Committee (the "GCC") serves in an advisory capacity regarding the operation, maintenance, and long-term planning of the San Clemente Municipal Golf Course. As part of the City's annual committee/commission work planning process, committees propose priority projects and initiatives the committee would like to pursue during the fiscal year. However, the City Council establishes the final parameters for committee activities through adoption of the annual Work Plan. The Work Plan provides a framework for focusing Committee efforts, coordinating staff resources, and identifying matters that may require future City Council consideration.

The GCC considered its priorities for Fiscal Year 2026-27 and unanimously suggested the addition of four work plan items, along with the formation of associated ad-hoc subcommittees.

Discussion:
The proposed Fiscal Year 2026-27 Work Plan includes the following priority areas:

1. Irrigation and Greens: Review irrigation replacement and greens conditions, priorities, and planned improvements to support the long-term maintenance and quality of the golf course. The Committee appointed Vice Chair Page and Committee Member Zumberge to serve on the ad-hoc subcommittee.
