CONTINUATION OF A SCHEDULED PUBLIC HEARING TO INTRODUCE (FIRST READING) OF AN ORDINANCE, AMENDING CHAPTER 13.04 OF THE CITY OF SAN CLEMENTE MUNICIPAL CODE, CREATING A UNIFORM PROCESS FOR SETTING FEES, AND ADOPTION OF A RESOLUTION, ADJUSTING WATER DEPARTMENT FEE SCHEDULE FOR MISCELLANEOUS WATER FEES

 

Summary:

After notification and publication of a Public Hearing to discuss the creation of a uniform process for establishing fees and consideration of certain fees assessed by the Water Department, it was discovered that additional refinements are necessary. Therefore, staff requests continuation of the Public Hearing, to a date uncertain, when the Public Hearing will be noticed and published.

 

Background:

The Water Department provides numerous services to residents in addition to the provision of drinking and irrigation water such as meter replacements, waterline connections and similar related activities. Occasionally when the water rates are examined, there are some of the services that do not get reviewed. Staff are examining these services to ensure they are fair and equitable so that customers are not being overcharged for services provided to individual properties. Some additional research is necessary before making final determinations and a continuation of the Public Hearing is appropriate at this time.

 

Council Options:                     

                     Open the Public Hearing to receive any public input and continue the hearing to a date uncertain.

 

                     Provide specific direction to staff.

 

Environmental Review/Analysis:                     

Continuation of the item is not a project as defined by the California Environmental Quality Act (CEQA).

 

Fiscal Impact:

None.

 

Potential Action(s):

If the City Council concurs with the information provided within this staff report, continue the public hearing to a date uncertain.
